A parasailing accident occurred in Panama City Beach, Florida, on Monday when the tethers holding two teen girls broke from the boat, slamming the girls into a nearby building and cars. The shocking incident was caught on video.

According to ABC News, Alexis Fairchild and Sidney Good, both 17, were parasailing on Monday under strong wind conditions when the the tethers holding the girls failed, causing Fairchild and Good to careen into condominiums, power lines and cars. Thankfully, the girls miraculously survived the ordeal. However, they remain in critical condition.

"They were screaming and it was horrific," a witness told local news WTSP on Monday.

While parasailing is a popular tourist attraction, the activity enjoys very little regulation. Since 1998, 33 parasailing accidents, six of which were fatal, have been reported in Florida alone. This averages to 2.2 parasailing accidents in Florida each year.

"If we can produce national safety standards for this industry so that they can apply these in the field of course we would hope that the net result of all this work be fewer accidents," said Larry Meddock of the Water Sports Industry Association and The Expert Institute.

However, Florida legislatures failed to pass a bill in May that would have implemented new safety standards. In particular, Aquatic Adventures was a big opponent against the bill. Suspiciously, the boat responsible for the Monday accident that left Alexis Fairchild and Sidney Good in critical condition belonged to Aquatic Adventures.

"We've started creating our own standards ... We've got a good plan going," said Aquatic Adventures managing partner James Vaught back in May.

The Florida Fish and Wildlife Conservation Commission released a statement on the shocking incident:

"Winds kept the chute aloft and several attempts to winch the riders back onto the vessel failed," the Florida Fish and Wildlife Conservation Commission statement said. "The anchor was set to keep the boat from being pulled onto shore. The towline detached and the riders were helpless to control the chute."
